Eric Middleton - Managing Partner
|
Eric Middleton began his career in executive search in 1999 with MAXIMUS. He is currently the
Managing Partner of Alliance Resource Consulting LLC. Prior to his career in executive search,
Mr. Middleton spent 13 years with the County of Los Angeles and the City of Los Angeles working
in various administrative positions with the Chief Administrative Office, the Los Angeles Sherriff's
Department, the Los Angeles County District Attorney’s Office, the Department of Public Works and
the Probation Department. While with the Probation Department, Mr. Middleton was instrumental in
drafting legislation creating the 1996 Repeat Offender Prevention Project (AB 2447) an intervention
and prevention program targeting at-risk youth. Immediately prior to joining MAXIMUS, he was the
Senior Legislative Deputy to a Los Angeles City Council Member and served on the staff of the City's
Public Safety Committee.
Mr. Middleton has also served as a member of the Los Angeles County Bar Association Juvenile Court
Task Force, as legislative staff to the Chief Probation Officers of California, and as a community
member of the Public Safety Advisory Committee to then Assembly Member Robert Hertzberg. In 1993,
Mr. Middleton was recognized as a Los Angeles County Volunteer of the Year for his civic involvement.
Mr. Middleton also served as a Vice President of the Los Angeles Metropolitan Chapter of the American
Society for Public Administration (ASPA). Mr. Middleton is currently a member of IPMA-HR, and serves
on the Board of Directors of the University of Southern California City/County Manager Fellowship
Foundation.
Mr. Middleton has been engaged in over 300 recruitments in most areas of general local government
(e.g., City and County management, Public Safety, Community and Economic Development, Social Services,
Public Works, Finance, Transportation, etc.). Mr. Middleton has also conducted numerous City Manager
recruitments, including the California cities of San Jose, Long Beach, Carlsbad, Yorba Linda, Diamond
Bar, Redlands, West Hollywood, Martinez, Marina, Millbrae, Duarte and Huntington Beach. Mr. Middleton
has also been involved in the recruitments for Police Chiefs in the City of Chicago (IL), Glendale (CA),
San Diego (CA), and San Jose (CA).
Mr. Middleton received a Master of Public Administration degree from the University of Southern
California, and a Bachelor of Arts degree in History from California State University at Northridge.

Sherrill A. Uyeda - Senior Partner
|
Sherrill Uyeda began her career in executive search in 1998 with Norman Roberts & Associates, Inc., which
was acquired by MAXIMUS in 1999. She is currently a founding partner of Alliance Resource Consulting LLC.
Ms. Uyeda has over ten years of public sector executive search experience and has completed over 350
recruitments. Ms. Uyeda’s professional recruitment background covers all areas of public sector executive
search, including city, state, and regional government with a successful track record of executive
placements. She is experienced in recruiting in the fields of public utilities, public works, planning,
medical, redevelopment, library, recreation, finance, human and social services, airports and port
authorities. Past nationwide clients have included the Cities of Alexandria (VA), Atlanta (GA), Dallas
(TX), San Francisco (CA) and San José (CA), the Irvine Ranch Water District, Metropolitan Water District
of Southern California, District of Columbia Water and Sewer Authority, San Antonio Water System, Bay Area
Rapid Transit District, Los Angeles Worlds Airports, New Orleans International Airport, Nashville
International Airport and Broward County, FL Department of Aviation.
Prior to her executive search experience, Ms. Uyeda worked for Burson-Marsteller. While at
Burson-Marsteller, she worked within the Corporate Practice which focused on global perception management.
She specialized in corporate communications and strategic positioning for companies such as Sony Pictures
Entertainment and Gulfstream Netjets.
Ms. Uyeda graduated from the University of Southern California, with both a Bachelor of Arts degree in
Communication Arts and Sciences and a Master of Public Administration degree. She is currently a member
of the Los Angeles Junior Chamber of Commerce, American Society for Public Administrators and USC’s Town
and Gown.

Samuel Strafaci – Senior Consultant
|
During the course of his career, Mr. Strafaci has negotiated and administered labor agreements under various California collective bargaining statutes, including the MMBA, and has a demonstrated history of success at the executive level in accomplishing key strategic objectives of large public institutions. He has planned negotiation strategy and bargained hundreds of labor contracts as the chief administration spokesperson and lead negotiator utilizing both the traditional and interest-based bargaining processes. Expertise includes participation in interest mediation, fact-finding, and the unilateral employer implementation of terms and conditions of employment. He offers strong communication, collective bargaining, team-building and inter-personal skills, combined with the ability to function effectively under pressure
Mr. Strafaci has a Master’s Degree in Public Administration from California State University, Long Beach, and has taught collective bargaining at the California State University. He has prepared and conducted seminars on collective bargaining and contract administration for the American Arbitration Association. Mr. Strafaci is also able to draw upon his extensive leadership experience and associations in national and state-wide professional organizations. He has served both as a member of the National Advisory Committee of the National Center for the Study of Collective Bargaining in Higher Education (based in the City University of New York), and as a member of the Board of Advisors of the California Public Employee Relations Reporter. He is the author or co-author of articles on collective bargaining matters in national and state professional publications, including the retrospective commemorating the 30 year anniversary of CPER, entitled “30 Years Looking Back: Collective Bargaining Under MMBA and HEERA.” (October 1999, CPER issue number 138)

Syldy Tom - Consultant |
Syldy Tom joined Alliance Resource Consulting in 2008. She works on profile analysis, candidate
recruitment and screening, and background checks. Her consulting work specializes in city manager
recruitments, as well as information technology, community development, and utilities. Past clients
in California have included the Cities of Cypress, Gardena, El Segundo, Mission Viejo, Pasadena,
Redlands, San Juan Capistrano, Stanton, and Stockton.
Previously, Ms. Tom worked for STAR Marquez, a nonprofit educational organization which provides
enrichment programs to kindergarten aged children in public schools. During her time at STAR,
Ms. Tom managed multiple enrichment programs. Ms. Tom also was the Citibank Summer Research Intern
for United Way of Greater Los Angeles. She was responsible for researching the unbanked and
underbanked population in Los Angeles for Citibank.
Ms. Tom has a Master of Public Administration from the University of Southern California, and a
Bachelor of Arts Degree in Art History from the University of California at Los Angeles. At USC,
she was the Marketing and Fundraising Co-Chair for the Graduate Policy and Administration Community
(GPAC). In addition, Ms. Tom is a member of the UCLA Prytanean Alumnae Association, serving as the
Benefit Chair, the Scholarship Chair, and is presently the Second Vice President of Membership for
Prytanean. Ms. Tom’s volunteer interests include fundraising and marketing.

Linda Kann - Office Manager |
Linda Kann joined Alliance Resource Consulting in 2008. Ms. Kann is responsible internally for graphics,
preparation of proposals, marketing presentations, reports and candidate sourcing. In addition to her
internal responsibilities, Ms. Kann is responsible for providing excellent customer service to our
clients and candidates. Prior to joining Alliance Resource Consulting, Ms. Kann worked in the fields
of sales and marketing.
Ms. Kann is a graduate from California State University, Long Beach with a Bachelor of Science in
Business Administration. Ms. Kann is also bilingual, and speaks Khmer.
